The Civilian Operations are responsible for the roleplay scenarios and storylines within the Last City Roleplay Community. The Civilian Operations are the "Directors" of roleplay scenarios, maintain real-life aspects and functions while also placing them in a virtual reality setting.

As a civilian in Last City, members can choose to shop in the career & job market or revert to other ways to gain money and conduct RP. The career & job market is open to any civilian who wishes to gain a guaranteed income for their civilian given their shift attendance.
